sizing is all wrong

I am a UK size 20 and was delighted to see this pattern going us to size 24. I cut out the largest size as I quit often do and then size down to fit, i even bought the deep red stretch velvet as on the pictures. However…. the bodice sizing is all wrong and hardly covers my nipples !!! i am really fed up about this as was planning on wearing for NYE 🙁
